Custom Actions in Custom Form

I have written some script to to create and open a PO in a SO.

What the problem i am facing is i have added a custom action as a menu in the Sales order transaction form.

I can run my script well in by using the drop down menu of the "More Actions" when i am editing the Sales Order. But when I am viewing the sales order, the drop down menu of the "More Actions" do not have the custom action that i have created. Is there any thing wrong i have defined?:h_a_w::h_a_w::h_a_w:
