Sale Rep field permission (not by form

Calling all experts!   I have already a unique form that our sales reps use so that they cannot change the rep field.  However I have a couple of support reps who enter orders for sales reps and it of course applies their rep in the sales rep field.  I cannot give them a different form due to strict policies we have about reps change other reps accounts.  Does anyone know how to ...
If a new customer order... then the rep would get a different form that has the sales rep field exposed?    I am told that if it is for a new customer the support rep can change the sales rep.  This is due to existing accounts and manipulation in the past.  Any help is appreciated.   maybe a work flow?  or a form that pops if new customer order?
