Sequencing Custom Lists

We have some pretty big custom lists, which are used as matrix option values.  It's become necessary to re-sequence the values in these lists.

These lists are set to show options in "The Ordered Entered" and not alphabetical because they commonly start with numbers.  I am aware of the drag and drop method to re-sequence the values, but when the lists are large this is basically impossible and was hoping to update the lists via csv import.

I've tried this numerous times, and despite all of my imports going in successfully, none of them have actually updated the sequence.

has anyone done this before?
