Commissions for collections & profitability

I recently setup a commission plan & schedule to pay commissions on inventory profit, to be paid on collections.  A lot of invoices that should be on the commissions pending authorization detail are not there.  I compared the invoices on the list to some that aren't- but should be.  It looks like the source of the problem is invoices for kit/package items.  All the invoices that DO make it on the pending auth list have inventory items. 

Can NetSuite not handle this type of commission plan for kit/package items?  Customer profitability detail reports show that there certainly is a cost of goods tied to the fulfillments of these items.  And the revenue is obviously on the invoices.  It would be great if NetSuite somehow tied the cost of goods to the invoices instead of (or in addition to) the item fulfillments.  It would be much easier to match the revenue and costs on a specific invoice.
