Quota Based Commissions = Zero transactions

I have been struggling to learn how to use the Commissions module for I don't even know how long now, and I can't get a single sale to show up as being eligible for commission. I have read every help page regarding SFA, Commissions and quotas at least a half dozen times, and I am still getting nowhere.

I am trying to set up a commission schedule based on the following:

Commission on: Quota
per: Period / Monthly
Categorized by: Classes
Categorization applies to: Payout Only
Eligible amount: Collections
Scale: Linear
Rate: Percentage

[*]I have 8 Sales Reps assigned to a Plan that uses the above Schedule.
