Calculating commission based on a fixed amount?

A fixed annually commission (10k) amount set for Sales Rep.
Commission is calculated quarterly.
Qtr 1, if Sales Rep meets 50% of the sales target, Sales Rep will get 50% of the 10K  which is $5000
Qrt 2, if Sales Rep meets 65% of the 10k, Sales Rep will get 65% of (10k-5k) of the commission. All in all, maximum commission annually is 10k and will be consumed throughout the year.
How can that be set up in Netsuite? Linear or Marginal?
