Partner Commission Schedules showing as not in use

I set up a variety of Partner Commissions Schedules. I then assigned the schedule and partners to each commission plan. When I look at the main page that list the Partner Commission Schedules there is a "No" in the "in Use" column. What could be the reason for this ?
