can you set commissions with a guaranteed minimum?

Is there a way to set a minimum of say $1000 (-/+ commissions) per pay period.

So as the employee starts he is guaranteed $1,000.00 per pay period.
say week 3 he has $600 in payable commissions.  I don't want to pay him $1600 ($600 + $1000).  I want to pay him a minimum of $1000 ($600 + $400).

When I authorize commission I see that I can add "other commissions" but that's not what I would like to do unless I have to.
