Credit Memo from Invoice - CoGS on Items Wrong ?!?

I am looking at a credit memo created from an invoice.  GL Impact seems to imply that the CoGS is calculating based on the standard purchase price of an item - not on the actual CoGS as on the item fulfillment that preceded the invoice.

What in the world?  Please tell me I am just tired and missing something here.
