You must fully distribute all serial numbers for serial numbered items

Has anyone come across this message when using Simple Distribution?
"You must fully distribute all serial numbers for serial numbered items"
What does it mean?

We have a mixture of inventory items (Serialized and non Serialized) and they all appear in the Inventory Distribution List.
Without any option to select an item on the list, I am distributing whatever that appears on the Distribution page  (1 to 600 of 1000 items).
