Managing Cable Lengths

We have a situation where NetSuite thinks we can build something but we cannot and I'm looking for suggestions on how to fix it.

We buy cable by the reel and have multiple products that use that cable at different lengths. The issue is that over time we end up with multiple reels of shorter lengths and then when NetSuite wants us to build an assembly with a longer length, occasionally none of the reels contain enough cable for the longer length but NetSuite only considers the total length of all reels. We don't want to scrap the shorter reels because they can still be used for the shorter-length assemblies.
