Credit Card Process with Verisign

Can someone help me with this? We are switching our e-commerce store to NS and just hit major roadblock when setting up the CC process. We use Payflow Pro's gateway with Verisign as our CC processor.

(1) When testing under the test mode, we keep getting an error message that says "An error occurred while processing the credit card. Please contact the merchant for assistance." We have checked Payflow Pro's settings and everythings looks to be fine.

(2) We can't turn on the Level 2 Processing function.

Can anyone help us please? Thank you.
