Level 3 Processing Thru NS

We are bidding out for a customer who requires level 3 processing. We are currently using Cybersource as our gateway and our processor is compatible with Level 3 processing. Our limiting factor is that NS does not process or send the data to Cybersource with Level 3 data. Does anyone know a plug in or work around to make this happen?
