Anyone work on a lead-purchasing site?

Anyone work on or have experience with a lead-purchasing site? Functions include log-in for person who generates lead. Then for the customer that purchases a lead: log-in, registration as a customer(?), generated leads based on proximity to postal code for person who generates the lead, display of leads to customer in specific postal code by category, sale of that lead based on monthly subscription or individual purchase, and then customer management of their purchased leads? Thanks!!!
