Customizing the fulfillment form.

When a fulfillment is generated I would like to check if the address contains the string "PO" and if it does prevent the shipping carrier FedEx from being selected on that form. Do I need to create a custom form to do that? Does anyone have any sample code that might pertain to this type of customization? Thanks in advance for any help.
