Create a custom record

I am new to NetSuite and the SuiteTalk web services API. I am a C# developer and have been reading through the online documentation. In short, I have been asked to:

"Create a .NET Webform that pulls in data from NetSuite and another internal application. Then allow a sales rep fill out a some custom comment text fields based on the data. When the form is submitted the app pushes the data into a new netsuite custom record we create, capturing the data and the sales reps comments."

I would appreciate any advice on the best way to approach this. Should I create a new custom record in NetSuite and save down all the form data to the custom record? If so, how do I do this????
