Use a Fraction of a Serialized Item in a Work Order / Assembly Build

Is it possible to use a fraction (i.e., a decimal amount of one Unit of Measure) for a Serialized Item, where this Serialized Item is used within a Work Order / Assembly?
Here's our scenario: our client buys a bag of seeds. These seed bags are each serialised. They use WOs and Assemblies to produce the product (Lot Numbered Assembly/Bill of Material Items) they sell to their clients. Generally, they'll use a full bag of seed; however, they're testing different mixes and need to create a WO using partial bags of seed. In the Inventory Detail, it keeps defaulting to "1 Quantity" even though the build quantity is set to say 0.1 (i.e., one-tenth of the bag).
