New Cost Book for an existing organization

Hello to everyone,

First of all many thanks for reading this thread.

I'm in a project that went live 1 year ago. Now they are requiring a new cost book that makes accounting in a secondary ledger in GL.

Particularly they have a new cost book which has defined a standard costing method and the new one has to have a perpetual average method.

the question here is what should be the correct process to implement this new cost book:

a- should I process all the transactions?

     a.1-we may have a problem to open all the GL periods to generate accounting.
