Undelivered Emails Error / Result of Misconfigured Saved Search

A user set up a saved search with the intention of receiving a csv list of results via email at the start of each month.
He misconfigured the saved search. Instead of sending a csv list of all results, Netsuite began sending an email for each result and each specified recipient. The end result was about 25-30 emails were delivered to each of the two specified recipients (internal to the company). The remaining several thousand messages are listed in the Lists>Mailing>Undelivered Emails search. The Reason is "Not sent: Blocked by mail filter".
The Help Center topic "Undelivered Emails Saved Search" indicates this error message means "The sending rate is not accurate or is too high (similar email messages are being sent too rapidly)."
