2FA problems

We are having trouble here with two-factor authentication.  Is anyone else having trouble setting up new users and using authy of the Google authenticator to get a valid code?

The problem seemed to start about 3 weeks ago.  NetSuite support have not been able to assist further and have suggested we get another authenticator app but we have tried authy and google authenticator so it is not likely to be the authenticator app.

We suspect it could just be affecting people in our time zone (GMT + 9.5h) since it is a half-hour timezone but that is just a guess.

The behaviour is exactly as if we are entering an incorrect code.  We are forced to skip the 2FA process, but of course you can only do that 5 times.
