Workflow to Prevent Partial Fulfillment's

I am trying to build a workflow to catch any B2C customers for our eCommerce site in which the sales order is only partially fulfilled and it goes into the billing stage of Cash Sale or Invoice. I tried setting up something and it is not working. Any ideas? As always, appreciate the help!
