Can 'Inventory Status' feature be used to prevent entering 'Quarantined' items in fulfillment transa

I have created an inventory status 'Quarantined'. While creating the status, I had unchecked the checkbox that says make inventory available. I can very well see that NetSuite prevents 'Quarantined' inventory to be added to sales orders. However, in the item fulfilment transaction, I can see the inventory with status 'Quarantined'.

Any comments on why NetSuite has chosen to allow the fulfillment of inventory which is otherwise restricted to be added on the sales order?
