Personal Information Removal Requests not finding customer

I am trying to use 'Personal Information Removal Requests' to remove customer data but when selecting CUSTOMER record type, and then searching for a customer via ID (InternalID or ExternalID) some records are returned in the search results some are not.

Anyone else have this?

Are there limits to the number of customer records it can search?
