Sales Order Missing Action Menu: Pre-requisites of Multiple Shipping Route before Enablement

The Multiple Shipping Routes feature (MSR) enables you to ship an order to different addresses using different shipping methods within the same transaction.

There are scenarios wherein if this feature is enabled, the Actions menu in the Sales Order is not available.

Technically, the Actions menu in the Sales Order should still be exposed even if MSR feature = T.

As shown below, if the said feature is enabled, the Sales Order (with Enable Item Line Shipping is checked), still shows the Action Menu:

If the said Menu is inaccessible, it may be that the Multiple shipping route's setup is incomplete.
