Sharing payroll report with employees/managers

I was able to create an Employee Available Leave Time report, but unable to create a portlet that the employee or their manager can see. I realize this is a permissions issue, but not sure how to get around that.

We only allow employees access to the Employee center. I was able to add to the Administrator role.

I have shared how to find available time on their last paycheck, but would be helpful to be able to put on their dashboard.
