Missing fields in the 'Add Charge' popup window when using Match Bank Data

Does anyone have information about how the permission over popup windows work when reconciling bank data.

The problem I am seeing is when we use the 'Add Charge' function in the Match Bank Data screen. The Department, Class and Location fields are not visible under a custom profile and I'm not sure why.

These are visible when logged on as administrator. But also, these fields are visible using the same custom profile in the Sandbox environment. I have reconciled the two sets of permission and they are the same.
