Suite Cloud Plus License - Current Used Qty

We have 3 SC plus licenses, however I can see in our Billing Information page the following information:

Current Provisioned Qty: 3

Current Used Qty: 1

Now our Service Tier is Premium. We have 3 SC plus licenses. This means we have 45 Integration Concurrency. I can see that I am able to assign 45 licenses to an Integration record, which means all the SC plus licenses are available to us, so I don't understand what is meant by Current Used Qty: 1.

I am not sure if we are doing something wrong and not utilizing all the available licenses. How can I make sure that we are utilizing all our SC plus licenses?
