What's the Difference between Pending Receipt & Pending Bill on a PO ?

They don’t have invoices attached to the PO’s,

They have the same blue buttons (EDIT and RECEIVE) available to click

All line items have zero as received, and so on.

Thoughts on how this should be interpreted by the end user ?
