Does first admin count against Full Access license count?

Hi there,

Our Full Licensed Users component in Billing Information page shows 74 as current used qty, however when I make a search of users who have access to NS following the SA21314, I get 75 users. There are no duplicates as I group them by email address.

My search finds the first Admin user whose internal ID is -5. Can this be the reason why I get a result with +1 amount?
