Workflow that alerts the user and don't submit the record

Hi All,

I want to create a workflow for PO transactions that alerts the users that they choose a region or department that don't should be used in PO.

I want that the notification will be popped up and the record won't submit and the user will have the option to fix the wrong fields.

Please advice.
