Suggested Sales Order Quantities by NS for Invoicing

Hello Gurus!

I had a sales order, and when I hit the "next bill" in SO, NS populated the "quantity field" but only for some select items. For the rest of items it was zero. I had to manually populate the rest of items.

Is there any logic to such a seemingly random quantity to invoice populating by NS?
