Workflow not triggering on field

Hello,


I have a field that is called Ship Complete ready in netsuite, and a workflow that set the ship complete ready status to true, but it is not applying for certain po's. Are there any scenarios why it would not apply for certain pos when there are no conditions for this workflow?
