Why is Shipping Cost Category (landed cost) not carried forward to IR?

I need your help on this issue.

We have several inbound shipments created from a single PO and 2 cost categories for the landed cost (Shipping and Customs). When receiving the IB, only the customs cost is carried forward to the IR not the shipping cost. When I try to associate the items with only the shipping cost, no landed cost appears to the IR..


Any thoughts?
