How to resolve error: Permission Violation:You need a higher permission..for accessing Positive Pay?

Hello Gurus!

I have a question as to positive pay permission please.

In a non-admin role (AP Accountant, specifically - same issue in all other roles) I go to

Payments>Cheques>Positive Pay,

but I get the below error. I tried to research which permissions are needed but seems to be no clear information on that. Could you help me figure this out please?
