Why didn't the Tax Amount update when order was changed?

We have an order that came through with a discount code for a CM.

We have removed the discount value (we have to do this otherwise their account is essentially double-credited)

The tax amount does not update to show the correct tax value. Should be 6.25% on 480 (or $30). It has kept the 0.77 tax from the discounted item.

Do you know what else do I need to check?
