How to create Bin Put-Away Worksheet Saved Search?

I'm following up on a question that was answered in a previous thread about how to create a Saved Search so you can have an Alert on your Dashboard to make sure the Bin Putaway Worksheet is kept clean. I understand there is already an enhancement for this 257599. There was an already existing post on this topic that showed how to create a Saved Search for this. I tried it, but it did not work for me. I think I created it exactly as shown:

I get results by location, but if I drill into the details, the count of Item does not match the number of items that need to be put away?
