Why are Inactive Items and Accounts allow posting?

HI There

I wanted to confirm what the expected behaviour is if an item is inactive and so is the associated GL account?

Example

A bill credit was created from a bill transaction:

This was created on the 23/5/2023:

The item ("Opening Balance Item-AP") was already inactive at that point:

And so was the GL account the item was posting to:

Shouldn't the bill credit transaction not been saved?

i..e both the item and the GL account are no longer available at the time the bill credit transaction was created so I would've expected an error message
