CSV Import to Bill partially Purchase Order not work correctly

I am trying to import csv vendor bill to partially bill purchase order using this suiteanswers answer id - 96508
My purchase order includes number of lines and no matter which line ids I am using in my CSV import, the bill is created with all the lines from the PO. I have checked the file and import mapping several times and everything seems fine.
important to note that it happened only with purchase orders that includes several lines. While I am trying to import the same CSV and bill partially purchase order which includes only one line it works fine.
