How can I add a user if my licenses have been used up?

Hello! I am trying to figure out the best way to add a new user to our NetSuite organization. It looks like we have used up all of our licenses in the nonprofit subscription. Do I have to pay for new licenses or is there a way to increase the amount of licenses we have for nonprofits?
