Importing Item using Rest Web Services

We have an outside developer trying to import items into Netsuite. He is using Rest Web Services, and keeps getting an error saying Enter Valid Tax Code. We have populated the tax field with S1, which is what the record would have once in Netsuite, but it doesn't like that value.
