limit the InventoryTransfer to minus inventory if the item was COMMITTED in the SalesOrder

Even if the item was COMMITTED in SalesOrder, the InventoryTransfer would still be able to minus the inventory. Is it possible to limit the InventoryTransfer to minus inventory if the item was COMMITTED in the SalesOrder? Or do I need to develop a script?
