How to use Automatic Location Assignment and Supply Allocation together?

We use Supply Allocation to allocate inventory from available or future inbound shipments based on a set of rules. It works great.

We now just started using ALA (Automatic Location Assignment) to select the correct warehouse to ship an order line item from, based on a set of rules. 1st it should see which warehouse can complete the full order and then which is closer to the customer. It works great BUT ONLY IF I set the Allocation Strategy is "- DO NOT ALLOCATE -". If I have any other Allocation Strategy then it selects a warehouse that does not have available inventory but allocates from a future shipment.
