Quote approval status normal but can't edit

Any body knows why the Approval Status for a Quote is Normal but I can't edit?

I have revise all the workflows and we don't have that field to be set as disabled.

I want to edit that field to se the approval status for "Approval" There is other way to set that Quote for "Approval"
