Why is 'after transaction entry' not available as a costing preference?

HI

I am looking at two Suitesuccess Manufacturing standard accounts.

One of them has the 'after transaction entry' as an option for inventory costing:


The other account doesn't:

Why is there a difference in the options available?

I want the inventory costing to be run more frequently in the second account.
