SO Workflow; Set Field Value from a System Notes 'OLD' value

Hi.

I am trying to add an action to a workflow to send an email when the OLD record for the field "tax after discount" is grater than 0 and the new value will be 0.

This is the Sales Order system notes.

this is the condition on the send email action:


But the email is not sent. Any assistance will be good.
