How to restrict the users who can use the handling mode record external event?

I have some users who incorrectly use the Record external event handling mode when processing payments for invoices. I would like to restrict the access of who can see this drop-down option under the handling mode tab as there is only 1 person in the company who is supposed to use this function. Nobody else should be allowed to use that handling mode.

How do i restrict either roles or users to not be able to see this choice?
