Changing user role prompts New User Request form

I am trying to edit a user and change their role in the Access section. I am trying to change the role from Employee Center to a copy of the Employee Center role with 2fa enabled and no other changes. When I attempt to save my changes, a new browser tab opens with a New User Request form:

The user already exists and has a valid license.
