Restricting Access to Records by Department

In the NetSuite help, the following is stated:
Are the two red underlined sentences contradicting each other?
i.e. isn't this sentence, "your role has access to department A, you can only see accounts in department A, as well as its children or unassigned accounts."
suggesting that if a user's role has department restrictions of 'own, subordinate, and unassigned', they can view or select accounts where no department is assigned?
