Sale Order doesn't general sales tax

One of my sales orders is not automatically calculating general sales tax. I’ve double-checked that the customer is set up as a regular taxable customer. Why is this happening? I’m using Neutax.

Other sales orders are calculating sales tax correctly, so I’m trying to understand what I might be missing on this one.
