account lockout period can no longer be reset by administrator?

Hi, I remember that if a user locked themselves out of an account for 30min you used to be able to reset that lockout period by editing their employee record and either:
[LIST=1]
[*]changing the password and selecting "require password change on next login"
[*]remove roles/access; save.  edit and re-add roles/access; save.
[/LIST]
And that would reset the users lockout time and security questions.  As of trying both options this morning (across different browsers after clearing data etc) it appears that nothing resets the account lockout time or security questions?  I tried removing roles and access and reloading and the user is still locked out for that period.
